Cardboard is often treated as an unavoidable byproduct of receiving. It arrives with inventory, gets opened at the dock, and then becomes somebody else's problem: a loose stack behind a worktable, an overfilled recycling cart, a blocked corner near the compactor, or a last-minute cleanup before a hauler arrives.

- Someone decides where the cardboard can wait. If there is no defined spot, it goes beside the nearest door, rack, pallet, or trash container.

OSHA's warehouse guidance specifically calls for storage areas to be kept free of accumulating materials that can contribute to trips, fires, explosions, or pest harborage, as well as for exit routes to remain unobstructed.[3] Cardboard should never become an informal storage system near travel paths, exits, fire-protection equipment, or forklift traffic.
Cardboard is highly recoverable—but only if the handling works
Cardboard is not just a disposal chore. It is a recovered-fiber material commonly called OCC, or old corrugated containers. In its 2024 reporting, the American Forest & Paper Association estimated a U.S. cardboard recycling rate of 69% to 74% and reported that more than 33 million tons of cardboard were recycled. The association also notes that nearly half of recycled paper went into containerboard production that year—the material used to make new cardboard boxes.[1]
The U.S. Environmental Protection Agency's historical 2018 municipal-solid-waste analysis reported a 96.5% recycling rate for corrugated boxes.[2] That figure and AF&PA's newer range should not be treated as a single trendline because the organizations use different scopes and methodologies. The useful operational conclusion is clearer: corrugated cardboard is an established recovery stream, but its recoverability depends on what happens at the dock before it reaches a recycler.
For a warehouse team, that means clean, dry, flattened cardboard has a different future than a wet, film-wrapped, trash-mixed pile. The first can move through a recycling program as a usable commodity. The second may create extra handling, rejection, or disposal costs.
Build the cardboard route from receiving to removal
A workable system should make the right action easier than leaving a box on the floor. Map the route in the order employees actually encounter it.
1. Set the rule at the point of unboxing
Receiving is the highest-leverage place to manage cardboard because it prevents a loose pile from forming in the first place. Give employees a simple instruction that fits the work:
> Empty the box, remove non-cardboard packaging, flatten it, and place it in the designated cardboard location before moving to the next task.
Keep the rule realistic. Teams processing a rush shipment may not be able to walk across a large warehouse after every box. 2. Separate cardboard from the materials that reduce quality
The recovery stream should contain cardboard, not the entire contents of the receiving area. Train staff to pull out obvious non-fiber materials such as:
- Plastic film, air pillows, foam, and packing peanuts
- Plastic straps, shrink wrap, and bags
- Wood pieces, metal hardware, or product components
- Food-soiled or wet packaging
- Trash, disposable gloves, and personal protective equipment

Still, the broader rule is consistent: commercial recycling programs commonly require cardboard to be clean, dry, loose, and flattened. 3. Create a staging area with an owner and a limit
A cardboard staging area needs three things: a location, an owner, and a maximum condition.
- Location: Keep it close enough to receiving that the system is used, but out of traffic, egress routes, and active picking space.
- Owner: Assign a shift, receiving lead, janitorial team, or dock coordinator to move material when it reaches the agreed threshold.
- Limit: Define what full looks like. This could be a marked line in a cage, a filled cart, a set number of flattened stacks, or a daily pickup time.
Avoid vague instructions such as “keep the cardboard area tidy.” A more useful standard is: “No loose cardboard may remain on the receiving floor at the end of a shift; full carts move to the OCC area before the afternoon receiving window.”
4. Match transport to the distance and volume
The right transport method depends on the first 50 feet as much as the final pickup.

- What cardboard grades and conditions are accepted?
- Is loose flattened cardboard acceptable, or is baling required at our volume?
- Are film, labels, food contamination, wax coatings, or wet material handled differently?
- What container size, pickup cadence, or trailer minimum applies?
- Are there contamination fees, fuel charges, processing charges, rebates, or market-index adjustments?
- Who owns the bale, and how are weights documented?
These questions matter because OCC value changes with local demand, material quality, volume, freight, aggregation, and contract terms. Choose equipment that fits your warehouse—not the other way around
A useful cardboard system scales in stages. The most expensive option is not necessarily the best next move.

Save useful boxes intentionally; recycle the rest promptly
Not every clean box has to enter the recycling stream immediately. Some are genuinely useful for product returns, outbound shipping, employee moves, mailing supplies, storage projects, or community donation drives. The mistake is allowing “maybe useful” boxes to become an unbounded pile.
